The withdrawal of the US in January 2017 meant the original Trans-Pacific Partnership could not be implemented. A Senate inquiry report with a majority of Labor, Greens and NXT Senators said no to the implementing legislation in February 2017. 
The TPP put corporate rights ahead of peoples’ rights by giving foreign investors the right to sue governments and locking in monopolies on medicines and copyright. It also lacked enforceable commitments to environmental standards and labour rights and removed labour market testing for temporary migrant workers. Even when the TPP included the US, studies showed hardly any economic benefits for Australia.
The Australian and Japanese governments led the charge to resurrect the TPP-11 without the US. They agreed to rebadge it as the Comprehensive Progressive Agreement for TPP (CPTPP) and to suspend some of its most controversial clauses, pending the US re-joining the deal. The CPTPP was signed on March 8, 2018.
The text shows that it still includes investor rights to sue governments, restricts government regulation of essential services, lacks enforceable environmental standards and enforceable labour rights and increases numbers of vulnerable temporary migrant workers, without testing if local workers are available. Without the US, the deal will deliver even less economic benefits. The government has refused to support an independent assessment of the costs and benefits of the new deal.
After the text is tabled in Parliament, the implementing legislation will be reviewed by the Joint Standing Committee on Treaties on which the government has a majority. We are asking you to:
•	support a Senate inquiry into the CPTPP
•	support an independent assessment of the economic, health and environmental impacts of the CPTPP
•       vote against the implementing legislation if the CPTPP is not in the public interest.
